EVALUATION OF THE EFFECTIVENESS OF IMPLEMENTATION OF THE ODESA REGIONAL PROGRAM FOR HIV PREVENTION, TREATMENT, CARE AND SUPPORT FOR HIV-INFECTED AND AIDS PATIENTS IN 2009–2013 IN RELATION WITH THE MAIN INDICATORS OF THE HIV/AIDS EPIDEMIC

Introduction. During 1987–2009, a serious epidemiological situation with HIV/AIDS arose in Ukraine. The purpose of the Odessa Regional Program for HIV Prevention, Treatment, Care and Support for HIV-infected and AIDS Patients in 2009–2013 (Program) was stabilization of the epidemiological situation and decrease of HIV/AIDS morbidity and mortality.

Aim. To evaluate the effectiveness of implementation of the Program in relation with the main indicators of the HIV/AIDS epidemic process in Odessa region.

Materials and methods. We conducted the comparative analysis of the indicators that were planned to be reached by the Program, and of actual status of the HIV-infection/AIDS epidemic in Odessa region.

Results. The elimination of risk of HIV transmission through blood or blood components transfusion was the only epidemiological indicator of those planned by the Program which has been achieved in 2009–2011. All other indicators deteriorated significantly. Epidemiological indicators, not set in the Program, also did not have the tendency for improvement.

Conclusions. Lack of a positive impact of the Program on the dynamic of the HIV/AIDS epidemic process requires the urgent improvement of the effectiveness of response to the epidemic in the Odessa region.
